I don’t know where this notion came from. And, yes, we don’t calculate those who have given up, but, we also don’t calculate those who haven’t given up and are still looking for work. Do people imagine that once the benefits runs out, that they magically no longer need income? Sure, some, many, found other things to do to occupy their time.
